A recording program like FRAPS and a basic video editing tool like Movie Maker are the first things you need and should be enough for a start. From then on its just a matter of what you want add yourself. Then just film the game scenes you want from a replay or ingame or whatever

You aren't ingame with these movies, you do them with worldbuilder so you control everything yourself. Many have tried the NIS tool in WB and failed horribly, unless you are determined I wouldn't recommend it because the learning curve is brutal

I downloaded, and when I run it, it says :
"The program can't start because LuaConfig.dll is missing from your computer. Try reinstalling the program to fix this problem."

I reinstalled it, and nothing happened.
