Its highly possible for him to be able to do an animation in 15 mins. But that's easy, all you have to do is set states and timed intervals on every single bone in the model. If its simple, like a rotating turret, or firing maingun. Sure.
The problem isn't with animations. It's time consuming, and there's over 25, probably more as multiple animations are needed for even one action.
Example. The animation that plays during a tank tracking a target. It needs two. One for the horizontal axis for the main gun, so swinging the turret left or right. The the vertical axis, the depression and elevation of the gun.
Unlike infantry models, where you can re-use the animations, because soldiers are all one fit, tanks need custom animations.
DOW was so much easier to mod...
Linking animations together after they are done is the real challenge.
