ok, the problem is well not a problem but its quite frustrating to see my units after countless games i gain vet slowly and to see ppl not to name anynames but mr hat shooting the world vehicles with his airbourne to gain vet! of course this only applies on a few maps but you can see my concern i want this mod to progress not to go into decline because of someone taking advantage of a so called "bug"

Its an issue that mappers need to keep in mind also.
When you place destroyed vehicles on the map they need to be considered _mapobjects or something like that. If you just use the wrecks they are no different than destroyed vehicles.
There was an issue back in vCoH with maps (ie montherme) where the axis player could salvage munitions from some of the destroyed tanks.

AmPm's snow map (3v3), has a PE armored car on it that is nuetral. I remember one time, awhile ago, it got shot by a renegade schreck, and the car drove away, running for it's life!

'Fuel Trucks'? Open Blitz? Since he's referring to trucks I'm guessing that means both the allied & axis transport trucks. Note though there's a difference between using 'race vehicles' (AKA Units, like AMPM's scout car in Heartland) and 'Object Vehicles', which also has trucks & damaged vehicles that you should be able to use without those vehicles awarding XP.

Been real busy lately with life (work, kids, wife, etc...) hopefully things will get settled down (oh I got swapped to nights too) soon and I can get back to finishing the maps I started.
