The proper term is Wurfrahmen 40 (mounted on a SdKfz 251) with the common nickname "Stuka zu Fuss" which means 'Stuka on foot' the idea being it's just as effective as a Luftewaffen air-raid but it's from the ground.

They called them 'walking stukas' because they were land based artillery that when fired sounded like stukas from overhead.
