the devs have said 1v1s wont be enabled, they disabled them because they felt the mod was not designed around 1v1's. 

I doubt they will ever make 1v1s count again towards the war or veterancy,  you can still play them with newbies to teach them how to play if you want.  Or you can play someone for fun.

What does 2.0 have to do with making 1v1's count?

with the new battle system in which your actions determine how the war plays out in a larger way, 1v1's are open to even more abuse I.E, say a person wanted to attack as axis when they were defending they could just find a friend who didn't mind losing (just surrendering) a few times to the war would be flipped.
