I captured an enemy mortar, giving me an extra mortar over my normal allotment.  I decommissioned  it.  For some reason I am 30 MU over TAV.

No, I didn't.  If you can use supply drops to basically inflate your TAV ad infinitum, then it needs to be fixed.

You can, i already pm-ed fldash about this issue quite a long while ago, but he never replyed.

It works with evrything. If you leave the field with more than you came on you can un-do tav.

Indeed although it's barely an issue as this only really works when you keep ALL your units intact, which is not easy, else you're dropping below TAV again.

Agreed with Unk.  If you manage to win a battle, without losing ANY troops and GAINING troops then you deserve to get a little higher than TAV.

OK, fair enough, although it feels like it might be abusable for AB with supply drop.

I guess its not huge either way.

Yeah, it's not really abusable.  For them to gain from it they have to not lose any units.  It's really tought to fight a battle and not lose units, all for an extra hmg and mortar.
