Thats your problem. Try uninstalling that mod and reinstalling EiR after. If that doesnt work, reinstall coh+of then install EiR.

Hmm, so its only coh+of without no other mod?

Do you have VCOH or OF? If you only have OF you can't play. I had that problem

This means your localization files arn't working... a bad mod/shortcut is usually the cause in my experience.
