However much percentage the difference is, the lower side should get that much more resources x2. For instance, if the axis have twice as many players as allies have, the allies will have 50% of the axis. This means that the allies should get 50%x2=100% more resources, which is double. Which fits because they are half as strong.

it won't fit the problem as axis have half of player on the field means half of man mobilizited for time, they got more soldier in long run this is true but they can easely killed by vet tropp (image a vet3 crock spawncamping :! )

This is normally already balanced out by the additional popcap you receive on top when you're on the side with lesser players.

but it means that have alway the same amount of troop by time? i tink it if is yes the game is already balanced, as defending territory with less commander is a mistake of the general and make 2 army combined is one thing, 2 troops commanded by only one player are more efficient

Disregard this idea. I realized it isn't an issue. I was talking about all the players in the whole war, not a single battle.

ya doesn't really make sense as the battles can only ever be a set amount of people and usually it'll be equal..

its not like wwiionline where your all on the field together at the same time.
