You shouldn't need a 3:1 ratio. All you need is better tactics.

hm.. i dont know how many of you were on some millitary training or school but 3:1 ratio is a common thing.

and it counts in terms of equal armies, eg. to conquer one fortified US division you'll need a strength of 3 equal divisions, ofcourse you can try with 1:1 but to make certain of victory 3:1 ratio is minimum.
If someone remembers recent war in Croatia serbs couldnt conquer tovn of Vukovar for months even with forces way more that 3:1 ratio, that's what im talking about.

thats the basics, ofcourse with current modern weaponery that is not the case (someone mantioned afganistan...?) couse one button nuke settles things down.

Well, also consider how easy it is to put 3:1 or near 3:1 odds into a local area. The Attacker chooses when and where for the most part.

well the german army is training since 50 years with scenarios where they fight 1:3 - 1:5 (at least)

(theres a reason why we were never allowed to use the auto fire option on the rifles except for going into rooms. You need every damn bullet in fast single fire mode (and you dont even "just fire" but going into that would incriminate me i guess as its forbidden to share that kinda stuff from the military training to anyone))

hard to tell as some cleaning operations from stalin were added to "war casulties"

also i would have to look up exact numbers for wehrmacht soldiers deployed on the eastern front

but that was definatly an ugly one... highest of all fighting areas with a big jump to the next
also, where to count russian soldiers shot by the own men cause they didnt want to catch the german mg bullets with their teeth?  Embarrassed
