I didn't find this technical support, so how do I put the external skinpack in like cheat mod or in vanilla coh.

You put it in your archive folder like you do with custom maps.

All you need to do is download this file and put it in your Company of Heroes\EuropeInRuins\Archives\ directory...

Oh, that's much more of a hassle.
I think you'll need the skininstaller tool for it to work.

You'll also need to take a backup of your folders else you won't be able to install any patches and you'll have to reinstall.

Someone else will have to give you a link .
