I need some clarification on these matter...
If i have Field repair and use it and add to particular wheicle engineers to repait it does that combine their efforts and speed things up?
...same goes for On-board Mechanics + engineers combo?

All of it stacks.
For instance, if you're repairing an Onboard Mechings Pershing with your vet 2 Engies and you pop Field Repairs, you'll heal for a fuckton.

Repair Bunkers were developed due to the unreliability of German tanks except that's not represented in game.
