I played a game with some noobs and saw that i would get +1 prestige so I decided to buy 4pp's of offmaps. After buying the offmaps i had 9 pps left (started with 13 for you math fails). After the game I had still only 9pps and restarting the launcher did not help. I got no pps for winning the game.

I guess it charged the cost one time in advance and one time after the game .
