imo t17 availability should be 3 like ostwind.

1 is not much and it dies to 2 shreks

it can kill infantry easily when not in the presence of enemy infantry.

I think we've just limited it to 1 for now so that people aren't spamming it. The ToV units are really just test units right now.

Actually, that was a small typo

T17 is now 2 / 2 / 5pp
Staghound is now 3 / 2 / 3pp
