The question is: To use incendiary rounds, or to use x2 amount of rounds.

i'd say generally most things will either run away or die with the 4 rounds, so incendiary is probably better...

Well, you miht not kill the CCT itself with 4 rounds, and with the time it takes to hull up and accelerate you may get another two shells in on it.

No, it was a shot at the fact that it's an exact copy (sort of) in terms of the Word of the Emperor ability from the Librarian in DoW 1. Cast on a squad it would fight on even if it went under 1 hp, but then units that went under 1 hp would die when the spell ended.

In this case i think they don't die, though. Still very similar.

It doesn't take any time to get out of hulldown, there's just a cooldown between hulling down and up.
