On the other hand, while Luftwaffe gets free paradropping Falls; it's their only real ability. Their other working abilities, Supply Drop and Luftwaffe Recon, come with no free uses, cost a ridiculous amount of SP per use, and don't even work as intended.

um, yeah i was wondering that as well, why an unlock where they can paradrop? doesn't fallshimjager mean paratrooper anyway?

Well, paratroopers frequently fought like normal infantry, on both sides. In fact, around the time CoH depicts, fallschirmjägers weren't even trained as paratroopers, due to the allied air superiority.

Fallschirmjagers only paradropped in Crete (which was a fiasco) and in the Ardennes at the very end of the war.
In between they were just used as "elite" ground infantry.

The Fallschirmjägers ("parachute hunters" or "parachute light infantry") were originally paratroopers (and were in fact the first paratroopers to be deployed in airborne attacks in 1940). However, Germany did not mount any large scale airborne attacks after Crete in 1941, as they were deemed too costly. As the war progressed, the FSJ became elite regular (or motorized) infantry, and as more divisions were raised, less elite. By late '44, the FSJ didn't receive parachute training, since the strategic situation meant they were unlikely to be airdropped anywhere. They still retained the name, though.

Also, Band of Brothers shows how Easy Company fight as regular infantry, after Market Garden.

It was also said that during operation market garden, the guy behind the German Fallschirmjager program was amazed at the scale that the Allies used Paratroopers; as it was his original idea to use them on amass.

I wouldn't say "fiasco" - the objectives were accomplished, but it was at great cost as well. It was a strategic victory (taking a powerful island target that normally would be nearly unassailable) with a rather costly tactical loss.

The fact that because of Crete they decided never to paradrop fallschirmjaegers into combat again constitutes it as a fiasco to be honest Tongue.
