only mp44s get increased accuracy on the move.  Everything other weapon it decreases

The important thing to note here is how much it decreases, which is why the bar is a much better 'chasing' weapon than say, a mp40.

Also AFAIK LW gets moving accuracy bonus for its infantry, at least it used to get it so it does compete with terror in terms of moving accuracy on their units.

I do believe LW mp44s are more accurate than terror one's

MP40's have a .2 moving accuracy modifier.

To put that in simple terms. If you have a 100% hit rate standing still, running its 20%.
