I think this perhaps needs a little nerfing.

I use this to great effect on advancing tanks and infantry far too often for it to be fair on my opponents, either that, or I just use it really well. Perhaps a 4-5 min cooldown instead of the current 2-3 min cooldown?

I used it for a while and its a must have T2; use it in combination with imp rifles at max range and watch infantry drop like its hot. easily avoidable for the enemy but does have tis benifits. Specifically, against stealth units since you can usually rape them to hell and most players arent fast enough to hit the stealth button and run, so they usually take heavy damage to the storms/sniper or it does all together.

Should it be nerfed with a greater cooldown? I'd say no, since its only available on your officer units that seems restrictive enough. Remember, maxed out you can only have 4 officers until you oversupply; and they die fairly easily.

Keep the cooldown how it is.. its fine.. just because an ability is useful doesnt mean its OP lol.. its very situational..

It's fine, it's a T2 and it can only be used on Officers and Lts.

It can be used to great effect but you still have to keep those officers alive and on the field and if the enemy is aware then it can also be made useless. I would say the main reason it's essential is because Forward Observation and Smoke Barrage are a bit crap.

Artillery Captains Victor Target should come as a standard cooldown and Lts FOO shouldn't cost extra munis, since you paid the PP's for the unlock.
Smoke Barrage can be provided by a CCT.
