It would make companies smaller than they already are though.
Small companies make me sad.

Me, too. I have enough trouble getting everything I need in my British company, without then having to worry about shelling out more to give each Tommy squad British Grit after working up 100PP for it.

Alternatively, make all doctrine buffs free. I think AP rounds and HE rounds are the only major [T4] doctrine choices that I can think of that need payment. All the others come passively available.

I like the idea of paying for upgrades, but we have to be careful with also increasing resources because it could essentially beat the purpose of having to pay in the first place. 

Also, if you increase resources it should depend on the faction or doctrine, as some may be more fule or muni dependent.  At first glance its a nice idea, but will take a lot of work in order to make it balanced, but in principle its a good idea.

All passive buffs should cost resources, to even out the fact that some doctrines are just from a plain economically viewpoint much better than others.

AP and HE should not be the only ones, everything else needs to follow their examples.

A starting point would be make all T3s and T4s cost something to upgrade or field the advantage of.

Why just those? T1's and T2's contain many great boosts, from sight increases, accuracy bonuses, speed bonuses etc.

If you are going to take all passive t3 and t4 then the t1 and t2 should be active and priced too. There is no reason why a +15% pen +25% damage should be priced and activated when AB get +20% pen at t2...

Ofc, they should be too, but the idea doesnt need to be exectuted in one feel swoop, to get an idea on how of its impact we could be starting with the most brutal stuff at the top.

The Launcher is due for a large update just after xmas, or early January, and there will be the doctrine rework when the Launcher is optimized.
