countering PE half track spam atm is only possible with large numbers of AT guns or rangers/RRs
Previously you could soft counter them with rifles/flamers/snipers
I understand the technical reasons but from a gameplay perspective PE HTs got a massive buff versus US and I don't think they needed it.

PE can do that, but it's not worth sending un-crewed HTs into the fight because of one simple reason. Putting in an assault gren/TB makes the IHT 10 times more powerful than before. In fact, I have a 12 IHT company that has every IHT crewed with either double shreks or assault grens. It's extremely potent, and I can tell you that I prefer crewed IHTs than uncrewed US HT spam(which I actually "invented").
You can do WM HT spam, if you want. Actually cheaper than the US HT and has 2 MGs instead of one. Pretty good.
On a final note - all transports lose guys if they're aboard it when it explodes.
You forgot to mention infinite repairs, so if you master the art of hit and run you basically NEVER lose the HT and its occupants. (Since the occupants won't take any damage as long as the HT survives)

...The thing about American halftracks is that they are not open topped...
Sure, putting a unit inside gives it a .50 cal that allows it to shoot other units, but that is irrespective of the units inside. A single engie does as much as 2 full vet 3 ranger squads. In other words, the .50 cal is really an aspect of the halftrack, not the infantry.
You don't need to put any unit inside HT's to have a working HMG42/.50 cal on them anymore.. I don't remember when did we make that change.

Oh yes, infinite repairs is also pretty cool.
Honestly though, all it takes to counter PE IHT spam, and I mean hardcounter it so horribly the PE player will weep for days about the loss of his digital mans, is to bring a pair of RRs to the battle.

The point is the PE HT has an open-top. Means the guys inside shoot while riding. It's the sole reason why people are offering to make them take damage(not that I actually agree with it in any way).
You should only compare the US HT to the WM HT, anyway - as neither of them is open-topped. The closest thing to a PE IHT is a bren carrier, which happens to utterly suck because of it being one-shotted by marders...
When there's 6-7 US HTs charging you (18-21 pop) I doubt any of them have a single guy inside them. The top MG is great, they got OK health, so why not do it?
PE can do that, but it's not worth sending un-crewed HTs into the fight because of one simple reason. Putting in an assault gren/TB makes the IHT 10 times more powerful than before. IMO M3 Halftrack spam is so effective....their MG's seem to do so much DPS in packs of 3 or 6..

Ok, go try out a WM 4x HT callin. It's got 2 MGs with FAR better suppression. Why the hell you compare the US HT to a BIKE is beyond me.

WM HTs may have 2 MGs, but one of them is in the back, so you're really just using one of them...

But it's still only firing one MG at a time, unless I'm mistaken about the arcs?

I think both ami/wehr halftracks are fine personally, the wehrmacht ht might not be as good at killling but it will supress infantry fast and this can be just as lethal to backcappers.

You can get it between two squads or the squadmembers of a single squad. Then it will shoot both guns. There isn't a way to get both guns to shoot a single target, but you can definitely have them both shoot at once.

Mystahlin it only supressed better than the halftrack at close range. It suppresses better at all ranges, actually... Suppression per burst. First figure - WM HT, second figure - US HT. 0.0675 vs 0.045 0.135 vs 0.075 0.270 vs 0.105 You suppress a squad once it takes 0.2 suppression. Pin at 0.65-0.8 suppression(depending on unit)

spamming them isnt even op or hard to fight if you have a tank fielded BUT it encourages gimmicks. is that what you want?

I'd rather a gimmick like 4x Halftrack platoons than support weapon spam, to be honest. Case of perception.. And if it's not OP or hard to fight, then there's really no problem with it.
