sure, may still work as a flanking squad. Should they also be unlocked together with the SMG commandos? If so that should make sense.

they should get nades tbfh. what stops you from spamming cheap mandos which can drop behind the enemy, have smoke and can throw grenades? thats what you do with mandos: pop smoke, throw a nade, piss out.
mandos without sten (supercheap but still with all abilities) are op.

We cant have smoke costing no munitions. Its part of what makes their stens expensive. If smoke was a 50 munitions ability, yes. Sure.

Rangers cost no munition and they get a fire up I don't see it as a huge issue if Commando rifles get a smoke and handgrenade.
Their upgrades would be similar to Tommies however they won't get Button and Riflesmoke.
Mandos without any munition cost if you don't upgrade them.

You could probably price them lower than regular ab with fireup manpowerwise and without munitions. since they would be a weaker unit. But I dont know smart it would be to add all these kinds of basic improvements over the riflemen in each factions.

There really needs to be a non-SMG version of commandoes. It's an extra man compared to tommys and can drop in to support SMG and commando support sections.
I also am of the opinion they are no where near cost effective as my pure ranger army. A Ranger unit is 10x better due to their resilence (elite armor), fire-up (escape or charging cover, great for hunting down snipers or bum rushing shrek squads), cheap AT (bazookas to deal with vehicles, TR T4 for tank busting duties), or very powerful SMGs (180 which is more than commandoes).
To my knowledge, commandoes only have basic infantry/soldier armor like tommys but only 5 more HP per man. At 165MU its very costly to field them without severely gimping your entire force. Looking at my ranger army, I run no less than 14 rangers, all equipped with bazookas except for 3-4 SMG sections, 3 ATGs with AP rounds, and a few quads, shermans, and a triage (in order to cycle rangers and keep them on the field to prevent being attritioned). Try doing something like that with commandoes and its just not possible to have a similar force, and I generally outperform commando heavy players.
Now do hand grenades come free with commandoes? I thought it was an upgrade? I know smoke came free, and I don't see why that should force them to have a cost when storms and rangers have no cost for their own ability, and neither does the airborne equivalent.
KCH are also godly too, in terms of their STG firepower over stens and their better armor, though their fewer men count hurts them a lot against vehicles or tons of assault infantry from allies (commandoes not so much, SMG rangers thats's scary, as killing 3 rangers is the only way to reduce their firepower, while losing one KCH is 1/3rd your firepower).
I would consider SMG-less commandoes to be an 'assault lite infantry' force that can use grenades better (their grenades would be more expensive just like ranger nades are more expensive than riflemen), they would get smoke for free but their pool cost should be 2 instead of the insanely expensive 3. Maybe give them the option to have brens at a slightly higher premium (5-10 more MU like how stickys are more expensive on airborne rifles) and that would really help commandoes in the basic infantry department. Commando SMG prices do also need to come down too though to make the unit actually fieldable without gimping the entire army. I forgot who but someone ran a very effective pure airborne company (I think it was elite gren), I run a pure ranger army (can't stand the shit riflemen armor), and others like PR I've seen pure assault PGs backed by vehicles which I find more frightening than a handful of Knights cross now and then (major out attrition force there, the PGs that is).

I actually agree with most of that, and giving mandoes their rifles woudln't be that bad. But, however, commando aren't more overpriced than any other assault unit right now. For example, KCH are 110 muni, performs worst in most of the case (mando vs KCH with same cover, mandoes win each time), then mandoes got smoke, wich can let them kill/escape any mg (worth the 55 muni diff, not to mention performance) then they can do back line work thx to glider. So no, they're not overpriced, at least not more than any other assualt unit. However, giving them rifles woudln't do any bad.

Commandos can't be spammed period, not with a price decrease still. Vanilla commandos still would cost quite a sizeable amount of manpower and infantry pool so I don't see whats wrong with it.
