The bug was +500 sight on infantry if you get code loyalty.
And I don't think getting 25 PPs is that hard, really ;p.

The way we see it right now is, AP rounds is an specific buff vs Tanks, HE vs Infantry and HEAT works well vs both.
Anyway, time will tell. Or one of my "test" accounts

That 25%/ 3x pen. is only for shermans with a 60muni upgun. So there is a munitions cost to get AP rounds to work. It's 15% and the HVAP for every other tank which are argueably only good vs. tanks while Heat rounds are good for everything.
With Heat rounds, you just buy the ability, and every tank you have will get it, not to mention it runs 10 seconds longer than AP rounds. Chances are, your not gonna need some penetration buff on axis tanks to be effective vs. allied tanks, but if you do need it, you got improved barrels.
Pretty much IMO, blitz gets 1 T4 and 1 T3 that equal 2 of Armor's T4s in terms of tank buffs.
And old Heat rounds was OP as a straight passive buff. It should not be comparable to TR but it should be comparable to only other tank buffing abilities which are also on cooldown.
If we are to make TR on a cooldown, then i want the other doctrine abilities that give passive buffs to things such as schrecks to be on a cooldown as well. Abilities such as T1 TH Stabalizing fins, and T3 Def. Defensive positions should be on cooldowns as well since they give man packed AT passive bonuses akin to TR. There is no reason why TR should be any different because it's a T4.
If we are to be arguing anything it should be that TR should have a small muni cost coupled with it, but thats just my opinion.

One more thing I forgot to mention. Who the fuck thought it was a good idea to move German engineering to the bottom? Thats a t4 ability that essentially means you can get double t4s as blitz.

Its not the German Engineering it used to be. You don't get the kits for free now, you pay for them, they are more expensive than the normal ones. No firing or moving while repairing.
That doesn't really look like a T4 ability anymore.

Before you weren't allowed to unlock another t4 with it.
Now you're allowed to get the effects of OBM and then add in heat rounds or lightning war or battle hardened.
gonna start seeing a lot of tigers high up on that leaderboard

The price of the German Engineering repair can be easilly adjusted if it becomes a problem.
As for HEAT rounds, the closest comparison is AP shells for armor company. And it is very comparable to that tier 4.

The GE + HEAT combinations will provide a much stronger impact for the 6 PIV companies. It's similar to how AP rounds and the HVAP companies used to be for Armor. Usually the best AP round companies weren't with triple/double pershings but with the large amount of medium tanks/tank destroyers.
