Should work now. Don't buy the new 4 man knights cross, buy a 3 man and then upgrade it. What does terror assault do? Read the doctrine on the 1st page.

For terror assault, your charging squad receives less damage, but is vulnerable to suppression, or deals suppression?

It makes you deal suppression.
It's basically a mix between SF and Fire UP - you break suppression and deal some yourself, but your men go all "duhhhh we're retaaaardddd"

You could make it similar to the old inspired assault, so it grants offensive buffs in return for defensive nerfs, and make it a squad based upgrade. At that point then you can tweak the values untill it becomes reasonable.

Only gotta comment on one thing:
The terror T2 called Aggressive Maneuvers (+15% rotation speed, +33% acceleration) maybe an idea to give turning speed of the Gwagen and the Stug IV a small buff seeing how those benefit little from the +15% rotation speed?
