It costs that much because it's a command unit that buffs your infantry, and since the K98 fix was applied the PGs gain a massive bonus from the Muni HTs aura.

Does it also affect the same amount to Falls and LW too? My guess is that it doesn't do to well with Falls since they swtitched to Grens and Storms Kar98k.
