making an aggressive themed doctrine practically an on/off switch does not promote aggressive play unless you have to be aggressive to get the buffs.
plus its a passive T2. your overthinking it.

An aggressive unlock for an aggressive tree/theme.
Of course you can look at it and say "NO, i dont wanna play like that" and camp it down, but then why would you even be using the Rolling thunder tree if your not gonna be aggressive, with vehicles, in the enemy territory, owning face?
Theme is only as good as you make it to be.
Because that type of "theme" limits your use of tactics, not only the use of the units. Lets say you only get your bonuses for vehicles when they are in enemy territory, but your enemy happens to be the one attacking you in an attack/defend game. Not only that but they are Tank Reapers. Your doctrine shouldn't be negated just because of the random game mode or the opponents choice of doctrine.

Quick suggestion, if you had just had sex 30 minuntes before writing that doc, maybe abstaining from sex may help the creative process.........

balance is always subjective... to whom ever is interpreting it.. <-- not directed at TYM, i think its a great idea to get people involved in the talking phases of things, even if their direction is not followed, once in a while things are found that are exactly what is needed..

i was actually joking, i dont know how long its been probably more like 30 days i just said that to get him off my back but anyway.
When I finish I hope it will all make sense but I also welcome community input, i'm not a "my idea is the best" type of person, if u say something that makes sense to me, then i'll consider it and may even input it into my own, i dont think i have all the best ideas, matter of fact im quite stumped on some things concerning docs but i think a more structured theme towards the factions would work quite well so it'd be easy to change between them if it fits your play style.

i know i said i'd be doin this, i got kinda busy the last couple days, happens :sigh: but it's given me some time to think and flesh out more ideas so there's going to be stuff forth coming today, hope to have the americans all finished, u may or may not like some stuff.
