The "All enemy companies deploy 15 seconds slower" ability, does this stack with say Defensive doctrines Fatherland Fortification, meaning a delay of 45 seconds?

In a Atk/Def it definitely will in R+ it might only affect the first person. Blow the Bridges is not a popular choice so I've never actually seen it in play.
