They determine how quickly a unit vets up.
We have set vet levels, for example if we use 20 60 120 for vet 1 2 & 3 respectively
A unit with a modifier of 0.5 would take 40 xp for vet 1, 120 for vet 2 & 240 for vet 3.

Our default vet levels are 10xp/40xp/80/xp
The modifier is the number we use to change a units vet requirements.
The Formula is
Base / Modifer = vet requirement.
Riflemen have a vet mod of 160 which is 1.6. More difficult to vet units like the King Tiger have a vet mod of 20(0.2)
So the Riflemen's vet 1 requirement is 10 / 1.6 = 6.25 Rounded down = 6.
Vet 2: 40 / 1.6 = 25
Vet 3: 80 / 1.6 = 50
