The changes are systemic, but when they are out of phase the average mob thinks we did it because we didn't have anything better to do, and when they randomly fall in sync with an "active" balance issue people perceives it as a reactionary change.

In the end people qq no matter what you do or how you do it, it has been like that since the 1st day.

I would agree with you Spartan, except that I believe mostly objective points of view are possible. I think its possible for a group of people to say that a system is mostly balanced. I've played several games that achieved that state, where the majority of mature players were satisfied. Everyone isn't equal like the heavy breathers like to repeat in today's culture. If you make an argument that "marders are bad cause i don't like how they do things," your point of view is not equal to the guy who says "I think marders should have a .10 received penetration reduction because of X reason." You can deal with the later guy and make something productive happen, not the former guy.

The truth is 100% balance is not possible. Change something and people will figure out another way to exploit it. And people are never happy they like to bitch. If no one is bitching it means no one is playing.

Either way, we have a balance team that is solely preoccupied with balance issues, so good things should come out of that in terms of getting our doctrines 'finalised and balanced' in the longer run.
