I've solved the mystery thanks to help from Heartmann with some in-game testing.
The Supercharged abillity is flat-out not functioning in-game at the moment. So while the RGD's say Supercharged is 250m, you only get to use a normal barrage (and no icon for supercharged even shows up. It just says "25 pdr barrage".)
Heartmann and I tested this in game by comparing the range of my RCA 25pdr (with the t1 purchased) with his hotchkiss stuka. My 25pdr had a tiny bit more max range which, I don't need to tell you, is not supposed to be the case with supercharged.
My conclusion is that the unit in game doesn't know its supposed to be able to use supercharged. Some kind of miscommunication between the launcher doc abillity and the unit.
Fix when possible please.

and fix the 2 inch mortar range bonus as well, i had a vet 3 mortar, shoulda had +17 range, more than enuff to tackle a wehr mortar 1 v1 but couldn't even get close while i got bombed (and lost it)
