KCHs have a pop cap of 3 as well, and riflemen 6. That works b/c it is balanced in cost.
Perhaps we could raise the snipers pop to 2, however, I really like right now how the pop cap of each unit is exactly how many soldiers are in each unit. Makes it easy to know and remember, and it works out great. Not a big deal to change it.
Also bikes are 2 population.
