Quick question because it wasn't covered in any guide I skimmed/looked over/did not read.

What does it do exactly? For instance i have negatives on it in my company, but I was able to save with no problem.

it's just so u can't spam a company full of Ab or something...
as long a your reserve is above 0 should be fine if it is it will cost you pp to save...

Every unit has a pool cost so that after a certain number of units u will run out of pool.  Going negative is fine as long as you have enough pts in the reserve pool to cover the difference.  However if you use up all your reserve pool then any extra pool costs will require you to spend pp in order to save the company.  Using pp in order to field you company is usually a bad thing if you are planning to lvl up the company to lvl 9 since that pp is needed for doctrine and advantage purchases.

Not strictly speaking.  You earn PP for games that you play.  So you might only start with so much and use it all to get new units or perks.  However, you can earn more back by playing more games.

My SE usually has around 2500 pp.  I don't oversupply really and I don't have to really spend it on SP for offmaps either.  I do switch up my doctrine once in a while
