No, both of those units were needed.
Let me take an example. WM has the 8 cm Granatwerfer 34. If the same mortar was given to another faction then gameplay would not be as diverse and fun but would make balance much easier, this is called Mirroring.
But you can also not leave out such a critical component of the game to one faction, that would cause unbalance. This is called current EIR.
Instead of getting an identical unit Panzer Elite has a Mortar halftrack, it's in the same unit category but it works very different. This is not called Mirroring.
Okay, but why is it the PE get a sniper?

Units should only be given to Factions based on whether or not they are required for the faction to function.
Emplacements don't function in EIRR, so support weapons of a traditional sense had to be put in.
PE doesn't need a sniper really, but I'm not overly worried. Who the hell uses infantry vs FJ anyway? Just roll up with some Churchills and kill them all.
Or use smoke from Riflenades and flame spam...
Or commando snipe his ass.
Or arty the area till its nothing but wreckage and craters.

Which is exactly that category that the PE sniper falls into. PE has always had difficulties countering snipers.

They have scout recon also RE are not fully implemented yet. as noted,it's fail sniper in most aspects specially for a reward unit,and reward units are supposed to be a bit better than regular ones,lol,normal sniper seems just better... It was just introduced, it'll just need some more tweaking.

And then lose your sniper to the blob of AB that surrounds it? And if the player has AT? what then? Well, there are about 3 or so options. 1. Disable their AT 2. Take a gamble and try to destroy sniper with a possible loss of a Kettengrad and Pg squad/Vamp HT with PG squad/Scout Car 3. Player does not have enough AT It's the same thing for the Americans too right? Wehrmact have a sniper, and also happen to have shrecks and paks to destroy my detection vehicle? Your PE vehicles happen to be sturdier than a jeep.

If the Axis have a blob of handheld AT or support weapons it can be very hard for Recon squads to ride/run in and kill a sniper. Best thing is to counter snipe it.

RE are not implemented. RCA has Lit up and Priest /w creeping barrage which works as an effective sniper counter. Recon squads can kill snipers if they get close, armored cars /w other scouts can barely kill it if it stands next to it and even then it's likely to survive because of fire up or a nearby building/halftrack.

ehm,no...cuz you have squad or 2 of ai troops around,ano no one is gonna charge his ab with rr to try and kill the sniper when it has support.
