I have 200 munitions and 1000 or so manpower and 534 fuel yet I can't buy grenades nor stens for a commando squad. and once I retire a unit out, I cant buy a new one.

Nah it's just we don't have oversupply anymore, so if you were previously oversupplied you'll have to delete some stuff.
