Depends if you have the bottom T4 on inf doc or other abilitys that buff the Rof and amount of shots fired by the specific unit, if you have the bottom t4 then yes scatter is better for the ROF and the amount of shells that the arty gives away makes the advatage of scatter better but if you have units like hummle that fires few shots the acc buff would be better.   not directed at you tym for you know it allready but at volsk.

if you want acc then place the arty peace you have or want to use close to the battlefeild but make sure it is outside the enemys attackline and ofcourse have LOS

for exmpl i am using arty for destroying support weapons so scatter is not what i need. i think is better to do one good shot instead of few miss targeted shots

Well use them as Area of denial weapons to make the most use of them then like dropping howie on a chokepoint the enemy has to go trough if he want to support his team for then he has to wait for those 20 sec to pass for he can go trough.
enables you to do a 3v2-1 in most cases if you do it correctly.
