If a proxy can't stop someone who knows what he's doing in tracing an IP address, it surely can't stop the government.

I don't think that you can bypass a proxy to find a users IP address. Of course it depends on what type of proxy service you're using but normally they don't collect log files and are webbed in a huge network of other proxies and have a VPN server so the information is encrypted.

And off-shore if youre smart so even if they did keep logs/account info, they cant get at it.

or use a bit of common sense, im tired of the dumbassery of people. But its been common knowledge for a while. Because you asked the question, im pretty sure your own research skills are negligible so let me point out this, alot of mainstream media uses only data gleamed from stores (which is that cd hardcopy  data is down about 12% this year. Ignoring the nearly 30% increase in digital sales)

You definitely can't make a claim like that and then say it's "common knowledge". In fact this is probably knowledge that no one can claim to hold.
