While i wrote this post i was with him in a game and he was level 7. Now he's level 8.
I can't remember well, but i think the thrid advantage was a level 7 unlock and Shab has not noticed that there
was a ninja change.

Nevermind, now he is level 8 and can select his last advantage.

i want go for 3x2, but i cant select fuel, manpower at 2, same as munition, i have 1 fuel and second is not allowed to select

I think that did not work what you want to do with your unlocks.( It's 1x, 2x, 3x of each category)
