How are nebs? Is it worth getting Senior Officers and the neb one and +10% buff or a 30m thing and ultra units in cover?

Nebs suck no matter how much damage you add tbh.

I tried it, bottom t3 gives you +50% and +10% to supervise buff, and if you directly supervise thats 35% so +85% didn't make it any better than it already is cuz it doesn't affect the DOT just the direct hit.

Stuka zu fuss deals decent damage versus armor if you are lucky enough to hit

Nebelwerfer benefits very little from its damage buffs. It deals low damage on impact and majority of its damage comes from the damage over time field it leaves behind. Also the suppression pisses off people. Now that buildings are Plasma shields against Nebelwerfer they've lost majority of their attraction and are outperformed by mortars which costs are similar minus the fuel.

In short Stuka good at Anti tank.
Nebelwerfer expensive rather obsolete Artillery piece which is outperformed by a cheaper mortar which is more useful than it.

Dont use artillery with defensive other than the 88 - and with it, and the last patch, its just a bonus opportunity (i hope).

If you want to use nebel - use the terror firestorm version.

Double T3 bonuses are for direct fire units - in any sector, defence or offence.
