No one in their right mind would ever buy that t3 as it is.
I would have to think long and hard about buying it (and probably still ignore it) even if it were a T1.

It used to be a really awesome ability if I remember correctly, amazing for hunting down and finishing off a tank, but I can't remember what it did before, more accuracy on top of what it has now I think.
