its supposed to grant tanks the ability to fire and rotate turrets at 75% while repairing.
it does not however work for the crocs turret.
possibly due to it being the crocs secondary weapon

Well for all intensive purposes its broken,
The croc does not perform to the ability description.

turret should rotate and fire during repairs, therefore it should be fixed.

To repeat the last time this conversation was held its because if you make the turret the main gun you cant use Attack Ground to focus the burn targets behind cover like hedges or houses and it had the prefrence to not follow its target around with the Flamer when the infantry was going past it, so most of the players agreed that it would be smarter to have the Flamer the maingun instead of the turret so it would be more of an effective at its job.
This does make shit like Defenders of dunkirk not work but unless the RGD coders are going to go out of their way to create an new ability that grants the turret gun the ability instead of the flamer and the B-team agrees that it should be in its not gonna change.

Also this topic has be had about 5 times or so, that should sum up how much they care about it.

all they need to do is make the croc able to rotate but not move, it shouldn't be too hard to fix.

make repairs have the unit go to 0 speed with 0 accel, but allow the bottom to rotate and fire.

OR so it isn't so awkward, just give the croc a different buff. just let it move and fire at like 50% or whatever.
