On the other hand, one could easily say that enabling (the currently somewhat limited) modding support for Rome II was basically a must, since modding was enough to placate enough people that they didn't lose nearly as much face and revenue as they would have if, say, they held back mod tools until now.
As for Shogun II, it's easy to forget at this point that the Workshop and full modding support only came after basically all of their major DLCs and expansions were released, there was only the Otomo clan released after the Workshop and full mod tools were rolled out.
I say Sega is likely to blame, it's definitely characteristic of upper-management decision making.

Am i the only one that thinks this box art/logo is a bit umm amateurish? Looks like something that was quickly slapped together. It's really annoying me, when I first saw it I thought it was just a placeholder but then I saw they were also using it ingame.
