I'm pretty sure you can only click it once a day unless you are changing IPs. 

Europe In Ruins fills a pretty niche role in the modding community.  First of all, it's a mod for an RTS which in itself in unpopular (not a lot of mods for RTS), second of all, it's multiplayer only.
