I just had my fan inside my computer rev very fast for a few seconds then the entire computer restarted and it told me that windows had shut down properly. I've felt the case and it is cool to the touch so I don't think it overheated. What could have caused this and is it of any concern?

That is your video card crashing from overheating. Your video card makes an attempt to restart which is when you hear the fan rev. You case is not going to conduct heat well so it will not feel warm to the touch. I'd suggest downloading a tool of some sort that will tell you the temperature of your gpu.  It is of concern for sure. If its a more recent thing it could be caused a number of things.
I'm betting one of the following.

1. Your video card is aging and slowly dying. In general the more you use a card, and especially the longer your card is extremely hot for wears it down and tends to make it more and more prone to overheating.
2. The heatsink on your video card is blocked by dust and is not cooling down fast enough.
3. Its really fucking hot in your house.

My video card is stupid prone to overheating, and as such to pretty much play any game I've had to do the following.
Always have an open window.
Install another fan.
Open up the side of the case and have a giant desk fan pointing in turned on to max.
Clean out the heatsink every 2-3 months.
Watch the gpu temp like a hawk ingame and alt tab if it gets too hot and starts fucking up my graphics.

Ah, my video card overheats like mad during the summer. Fortunately, an AC unit was installed so I'll never get videocard overheating issues because of the weather again.

I recommend you clean all the fans and heatsinks. Everyone should be cleaning their computer in periods of 3-6 months. Make it a habit.

I had the same once and I had checked everything and the solution was to replace it!

3. Its really fucking hot in your house.

solution to that is to move to Hammerfest in Scandinavia Smiley
