Ok.
Issue resolved.
Apparently the 2nd cd with no name on it is the english version. and it has a pdf manual.

so really they have 2 launguage cds but 1 manual and no cdkey.

btw....
If you buy tov, send in a photo of your bill, return it, buy another copy.. etc.... you can get a lot of ToV keys for the price of 1. (or none)
