Ok, Should the Repair kits full repair the vehicles they are on?  I've had twice now that my Croms arn't getting fully repaired from the Repair Kit. 

Could that be checked?

They only repair a set amount. So if it's highly damaged, then no it won't repair it the entire way.

no, i think it goes 100 hp, 200 hp and 400 h p and more for heavies. dont feel like looking for the thread but there was one created by one of the devs for more clarification

Vehicle light repairs 200, vehicle medium repairs 400, vehicle heavy repairs 600, and I think there's one more for superheavy tanks, maybe 1000? Don't remember much about it.

Yep.

Halftracks/m8s repair 200, stug/sherman/p4/etc repair 400, pershing/tiger repair 600, KT/jagd repair 1000.

Time it takes to repair is IIRC 60/120/180/240.
