Just thought of this idea.

Special units can be put under the 'reserve pool', which makes use of the existing system without adding further complication, and can reflect the fact that you are using up a lot of pull to get those units.

Reserve pool is 10. E.g. a Super Heavy can be 12 points, resulting in 1 costing 2 PPs. Heavies e.g. can be 6 points, so 2 would cost you 2 PPs.

Companies with large numbers of special units e.g. AB, Rangers, Stormies, Fallschirms already cost higher points and will eat into reserve so it's fine.

Anyway just an idea as an alternative to hardcapping.
