I'm going to assume this is for units without doctrine abilities, because with doctrine abilities it's gotta be a upgraded T17 with OBM.
W/O doctrine abilities, I still gotta say T17, but either way it'll get affected by doctrine abilities.
I almost always get vet 1 on these every time I bring them out. I've gotten them to vet 2 on single runs of bringing them out.

P4, it can get 20 man kills easily and usually a few tanks also.
The men are rangers,airborne, commandoes and support weapons.

At the current meta-game :
1st Place : Stormtrooper, Recon Tommy. 2nd place : CW Staghound, Panzer 4, BrenTommy, Hummel with Incendiary barrage. 3rd place : fully upgraded vet 2 mobility greyhounds(capping and 2 mines), Firefly.

A single well microed sniper can change the outcome of a game in the face of dire odds.
Might not have the purchase cost to killed units cost ratio in it's favour, but for the grand scheme of things, i've seen snipers leave the biggest dents imo.
For the record, no, i'm not one of those that can micro a sniper well. (Atleast, not without detriment to my other forces. >.<)

RR airborne fighting armor. They might have a harder time fighting pumas and AC, but overall they just keep coming.. toughest infantry in the game in a doctrine now giving them healing... best infantry vet in the game, fireup.
Shrek storms come close with blitzkrieg ability support, but ab's are much better out of the box.
P4's easily pay for themselves..
