IMO it's not so good for a T4 in it's current state.
It would be better if +1 repair kit was removed and instead of that ,tanks could fire on repair.

they already have field repairs for that.
edit:
i would prefer though to have move reinable to be replaced with firing reenable. currently onboard mechanics is just used to already start reparing while driving back to spawn for cover. having it fire but not move while repairing might make people repair it a bit closer to the front.

onboard mechanics is just fine. to be able to repair and run is awesome and then you get another one.
you know how awesome it is to be able to not have to sit in one area while you're repairing? or heck, you get a engine damage, you pot onboard, so u can't fire, but your'e getting away while repairing, even while taking fire, it's quite a huge thing. I played against it as axis and it is so annoying,e specially if they have pershings.

can you still crust with a tank even with repair on? For example, if I put a mine flail on a sherman would the flail stop working?
