[US] M10 HVAP

I've had a look in the RGD's - The M10's penetration is not changed in the slightest.

I've checked the penetration values and the target tables, zip.

However, the damage increase is there.

This makes both the Hellcat and the M10 playing up with HVAP.

M18 doesnt get the correct penetration increaces, it gets some but not 33%.

The m10 doesnt get pen increace at all.

I've been looking over alot of the abilities and there may be some linking issues. I haven't gone too in depth but We know a problem exists and will address
