The Ambulance is already amazing, I don't see that it needs to be buffed.

Oh vet buffs, sorry didn't see "vet".
Well we only recently added the +3 xp if the unit survives a game thing, so until now there was no way for it to receive veterancy, hence why it has none.
It's a valid point though, I believe vet levels for NCU (Non-Combat Units) are being worked on.
