lets see,axis has stuka,and I see whooping 2! on lead-boards...so yeah,no one uses them with a reason.
Nebel is also not rly that good,costs close to other arty pieces with 100 fuel investment,but it's rly easy to dodge and has problem with actually killing stuff.
So maybe this thing would be kinda useful?

Make it a 10 round Calli with nebel grade recharge but on a flimsy yet speedy platform tbh.

LV's will love hunting it down, infantry and HV's will hate it.

and as you said, that was an unfinished version that didnt even have proper animations. we can just as well add blue and red boxes to the game then and call them new units.

That doesn't get me mad in the least bit. vCoh has/had an office full of people and paid decent salaries with the money you spent to buy their product. Relic is not a "volunteer" company and should be expected to uphold deadlines.

So as long as you continue to play the mod FOR FREE, you can expect missed deadlines and incomplete content. Legally we can not charge you for mod usage, so you guys are just gonna have to suck it up and get used to waiting.
