"Westwood" did not make Generals, even if they had some people on from the Westwood team i'm pretty sure the actual team was dissolved by then and the last C&C they made was the yuri's revenge expansion.
And C&C 3 was alright, not the best, but alright.
As someone who followed C&C from the first one and have been a part of many c&c websites and actually visited EALA and knew quite a few of the staff, I can tell you that Generals was a "Westwood" project but they were already part of Electronic Arts yet weren't named EALA yet, they were still "Westwood"
It wasn't called Westwood persay but it was definitely made by the original Westwood team but by then EA bought them. Just like Tiberian Sun isn't truly a Westwood project but came out after they were bought by EA.
The last game that was made by the original Westwood team before a lot of them left was Red Alert 2.
Tiberium Wars (C&C 3) was created by half of the original creators of Westwood and Yuri's Revenge was the first project in which there was no one from the original Westwood team that had a hand in making the game.
as for c&c 4...I cry. However, here's the funny thing, a lot of the ideas from C&C 4, were original concepts made during Tiberian Sun that they were unable to implement with that generations hardware.
Generals and Zero Hour were in planning since after Tiberian Sun, they already had a lot of the concept art then and it was something that Brent Sperry wanted to do since after Red Alert, which btw was originally supposed to be a fun expansion (now known as DLC) to C&C 1 but the story got bigger than they expected and made a full on game, which is the reason it looks exactly like C&C 1 with a lot of the same units with different names. They made very few new units.
